Kalona, IA has an original ploy to lure in tourists: arresting them. People who drive through the town (usually unknowingly) may find flashing lights in their rearview mirror only to realize their only crime is a "lack of small town hospitality." On the plus side, the "arrest" is strictly voluntary and the "victim" leaves with a bag of goodies from the town's small businesses.
